Panel Rules

Rules concerning votes and nominations are as follow (they're out of order, and some will probably be moved to the introduction page later):
1.) No one may nominate or vote for himself/herself.
2.) The Concord Award will be given once a year, on November 9th.
3.) Scene members will nominate one outstanding scene member, making their nominations between the 1st and 4th of November (ending at 11:59PM CST, on the 4th)
4.) After nominations are made, any scene member with more than one nomination will be considered "on the ballot". If no one received more than one nomination, three nominees will be randomly selected via software; if less than three scene members are nominated more than once, those members who were nominated more than once will be added to the ballot, and the additional members required to make three nominees will be selected randomly via software.
5.) Scene members will vote on those nominees on the ballot between the 5th and 8th of November (ending at 11:59PM CST, on the 8th). If there is a tie, the vote will be cast again, between the tied nominees. If there is still a tie, the award winner will be selected randomly via software.
6.) Every award winner will have a page on the wiki to explain why he/she won, giving a brief description of his/her achievements and accomplishments, the results of a Q & A session with the award winner (if possible), and the year of the award.
7.) Nominations and votes will be cast based on contributions of the scene member, including those of hacking codes, developing applications and methods that facilitate the hacking of codes, building communities concerned with hacking codes, teaching new members the tricks of the trade, and anything else that is deemed applicable. To that effect, voters will be required to give a brief explanation of their vote (e.g. "Hackerl33t77 single-handedly built the hacking scene, invented the concept of "walk through walls", helped develop every hacking device and system, and taught me how to hack codes and use this voting system").
